PhD in Public Policy from Harvard University. Associate Professor at the School of Management and Economics of Universidad Diego Portales, Senior Advisor to the Ministry of Economy, and consultant to the World Bank.

He has been an academic at Pontificia Universidad Católica de Chile and Universidad Alberto Hurtado, with publications in international journals such as the Review of Economic Studies, the Journal of Development Economics, and the World Economy. He served as Head of the Innovation Division at the Ministry of Economy, Chair of the Board of the Government Laboratory, Executive Secretary of the Interministerial Committee on Innovation (2014–2016), and Chile’s representative to the OECD on innovation matters.

He is a member of the Statistical Advisory Committee of the Ministry of Economy. He has received numerous awards for teaching excellence, including one from the Harvard Kennedy School of Government.
